The selected law firm will assist in drafting, reviewing, and deliberating regulations, party rules, and other normative documents. It will also participate in negotiations for cooperation projects, draft or amend important legal documents, and handle major contracts involving party or government organs.

Eligible applicants must be law firms that operate in compliance with laws and regulations, maintain sound internal management, and have not received any administrative penalties from judicial administrative departments or industry sanctions from the bar association in the past three years. Interested firms should submit their application materials by 5:30 PM on May 20, 2026. The submission must include six paper copies and one electronic copy, sealed with the firm's official stamp, and delivered to Room 423, Building 1, Hainan Plaza, No. 69 Guoxing Avenue, Meilan District, Haikou. If sent by mail, the postmark date will be considered the submission date. Late or non-compliant submissions will not be accepted.

The evaluation process will involve a review of qualifications and a competitive selection based on government procurement regulations. The winning bidder will be announced on the official website of Hainan Free Trade Port. Unsuccessful applicants will not be notified separately, and their submitted materials will not be returned.
