On May 22, the Hainan Free Trade Port Enterprise Policy Express launched its Haikou industrial park session, a collaborative effort by the provincial deep reform office, business environment construction department, and news office. Seventeen provincial-level agencies participated in a face-to-face Q&A session with local enterprises to address challenges in applying Free Trade Port policies, aiming to boost high-quality development in the parks.
Key officials from the deep reform office and business environment department outlined the latest progress since the port's customs closure and the province's business environment improvements. Agency representatives from the development and reform commission, commerce department, customs, tax bureau, and financial regulators addressed specific concerns raised by enterprises, including export tax rebate procedures, benefits under processing value-added policies, manufacturing technology upgrade subsidies, zero-carbon factory creation, service industry tax incentives, EF financial account applications, cross-border insurance, foreign national social insurance, and imported drug approval and customs clearance.
The event is part of five provincial 'I Do Practical Things for the People' initiatives, demonstrating a government-enterprise partnership to advance Free Trade Port development. By directly responding to a pre-collected list of enterprise queries, the session ensured that policy benefits reach businesses effectively. Going forward, the government plans to deepen communication mechanisms and innovate service models to continuously deliver policy dividends and support enterprise growth in the Free Trade Port.
