Key government bodies including the Provincial Drug Administration, Haikou Customs, and the Provincial Medical Security Bureau provided on-site explanations on customs clearance procedures for imported medical devices, tariff exemptions for special medical foods, and streamlined visa policies for overseas patients.
Customs and trade-related issues were central to the discussions. Haikou Customs clarified procedures for expedited clearance of medical equipment and pharmaceuticals under the pilot zone's preferential policies. The Provincial Drug Administration detailed regulatory requirements for registering imported medical devices and special medical foods, while the Provincial Medical Security Bureau outlined reimbursement policies for international insurance direct payment. These measures aim to reduce freight delays and lower compliance costs for importers.
Financial authorities, including the People's Bank of China Hainan Branch and the Hainan Financial Regulatory Bureau, addressed cross-border payment challenges. They provided guidance on personal foreign exchange payments for overseas patients and international insurance direct payment mechanisms, facilitating smoother financial transactions for medical tourism. The Provincial Science and Technology Department also discussed policies on technology ethics approval for imported medical innovations, ensuring alignment with customs and trade regulations.
Moving forward, the Provincial Deep Reform Office will collaborate with the Provincial Business Environment Construction Department to establish a long-term mechanism for resolving cross-departmental policy hurdles. This includes a 'core policy implementation issue collection and rapid coordination resolution system' to ensure continuous support for customs clearance, tariff exemptions, and supply chain efficiency.
